EU €3 → €5 per Line on November 1: The Change in One Table
On November 1, 2026, the EU flat duty on low-value parcels rises from €3 to €5 per declaration line. That single sentence hides most of what actually changes — and what doesn't. This guide puts the whole change in one table, with the timeline and the exact moves to keep your costs from jumping 67%.
The change in one table
| What | Now (Jul 1 – Oct 31, 2026) | After Nov 1, 2026 |
|---|---|---|
| Flat duty per declaration line | €3 | €5 = €3 duty + €2 Union Handling Fee (+67%) |
| Same HS6 + description + origin | Merges into one line, charged once | Same — but each merged line is now €5 |
| Quantity in one line | Does not multiply the charge | Still does not multiply the charge |
| IOSS coverage | VAT only — never the €3 | VAT only — never the €5 |
| €150 low-value zone | Not duty-free; flat fee applies up to €150 | Still not duty-free; over €150 = standard ad valorem duty |
| Product Identifiers (PIDs) | Recommended | Mandatory on declarations ((EU) 2026/1022) |
| Platform billing vs EU lines | Per product line vs per declaration line — duplicates overcharge | The gap widens: every duplicate line costs €5, not €3 |
| Sunset | — | Flat fee until 1 Jul 2028; the €2 handling fee continues after the €3 ends |
Read top to bottom: the rule structure doesn't move — the price of every line does, plus PIDs become a hard requirement.
Worked example: where the 67% actually lands
- Parcel with 2 items, same HS6 → 1 declaration line → €5 after Nov 1 (was €3).
- Parcel with 2 items, different HS6 → 2 declaration lines → €10 after Nov 1 (was €6).
- Same parcel, platform billing per product line → 2 product lines → €10 — even if both items share an HS6. That's €5 of avoidable cost (50%) on one parcel.
The grouping logic hasn't changed — what changed is that getting it wrong now costs €5 per duplicate line instead of €3.
Timeline at a glance
| Date | What happens |
|---|---|
| 1 Jul 2026 | €150 exemption ends; €3 flat fee per declaration line begins ((EU) 2026/382) |
| 1 Nov 2026 | €2 Union Handling Fee added → €5 per line; PIDs (mPID/nsPID) mandatory ((EU) 2026/1022) |
| 1 Jul 2028 | Fixed €3 policy ends as the EU's new customs data system comes online; €2 handling fee continues |
Three moves to make before the first Nov 1 invoice
- Fix your HS6 grouping now. Same HS6 + description + origin merge into one line — verify each HS6 code first. Every line you merge saves €5 per parcel after Nov 1 — verify your catalog before the change, not after.
- Compare your platform's lines to real declaration lines. Platforms often bill per product line, so the same HS code can be charged twice. A line-by-line reconciliation finds the overcharge — see how to check and recover overcharges.
- Ship DDP, not DDU. Deliver-duty-unpaid parcels hit the buyer with €5 + the carrier's admin fee at the door — a cart-abandonment and dispute driver. See IOSS vs DDP.
- Prep PIDs. Product Identifiers are mandatory from the same day — missing or wrong PIDs risk penalties and holds on top of the fee increase.
Why the €150 zone is not your exemption
Since 1 July 2026, parcels up to €150 are no longer exempt — they pay the flat fee. And IOSS never covers it: IOSS settles VAT at checkout, while the €5 duty + handling fee is a customs charge outside IOSS. "But I'm IOSS-registered" doesn't move the €5 line.

FAQ
Q: Does the €5 apply to every item or every line?
A: Every declaration line. Items sharing the same 6-digit HS code, product description and origin merge into one line — so a parcel with three identical t-shirts is €5, not €15. The charge is per line, and quantity does not multiply it.
Q: Is the €2 Union Handling Fee charged in addition everywhere?
A: Yes — €5 = €3 duty + €2 Union Handling Fee, per line from 1 November 2026, across low-value consignments up to €150. The €3 flat fee itself is set to end on 1 July 2028, while the €2 handling fee continues.
Q: IOSS covers this, right?
A: No. IOSS covers VAT only. The €3/€5 duty and the €2 handling fee are customs charges outside IOSS — registered or not, the line fee applies.
Q: Does this change Shopify's checkout estimate?
A: The estimate logic doesn't change the regulation — it still reflects how your store is configured. The reliable way to see your real exposure is to compare the number of lines your platform bills against the number of declaration lines the EU will charge. That comparison is exactly what DutyRight runs.
