The €5 EU Parcel Duty Is Live Today: What Changed and What Sellers Do Next

As of November 1, 2026, the EU's flat import charge on low-value parcels is €5 per declaration line — the €3 flat duty plus a new €2 Union Handling Fee. It's no longer a proposal or a date on a calendar; it's the rate carriers and customs systems are now applying to EU-bound parcels under €150.

Here's what actually changed, what didn't, and what to do in the next 72 hours.

What changed today

  • The per-line charge went from €3 to €5 — a 67% increase on the July 2026 flat rate.
  • The €2 Union Handling Fee is now live — it also applies to higher-value consignments that pay normal import duty.
  • It's per declaration line, not per order — an order with 3 lines now costs €15, not €5.

Nothing about IOSS changed. VAT is still collected at checkout; customs duty is still a separate border charge. Sellers who conflated the two are about to see the difference on their first November shipment.

The per-line trap, on real orders

Run these against your own catalog:

  • Single product order: 1 line × €5 = €5.
  • Three different products: 3 lines × €5 = €15 — if you budget per order, you're off by 3×.
  • Same HS6 code, grouped: 1 line × €5 = €5 — grouping still halves the bill.

HS6 grouping remains fully legal and is now worth more, because every line you eliminate saves €5 instead of €3.

72-hour checklist for Shopify sellers

  1. Check your first November invoices. Compare the charge against €5 per declaration line. If you see €5 plus an extra carrier fee, or more lines than products, flag it with your carrier now.
  2. Pull a sample of October orders and verify they were charged €3 per line, not more. If overcharges exist, dispute before the busy season makes it harder.
  3. Confirm every product has a correct HS6 code in your catalog. Uncoded products default to separate lines — the most common way to pay 3× on November shipments.
  4. Enable HS6 grouping with your fulfilment provider if you haven't. One test parcel confirms how many lines you're being charged for.
  5. Decide who absorbs the €2 — price it in, add a checkout line, or eat it. Don't discover the answer in your November margin report.

What did NOT change

  • IOSS — VAT is still collected at checkout for registered sellers. IOSS has never covered customs duty, and that hasn't changed.
  • The €150 threshold — parcels under €150 stay in the flat-rate regime; the new €5 rate applies within it. Goods over €150 continue to pay normal import duty plus the €2 handling fee.
  • HS6 grouping — still legal, still automatic when your lines are set up correctly, and now worth more per line than before.

Nothing in the November reform touches how Shopify collects taxes at checkout, how marketplaces handle VAT, or the per-line charging principle that's been in force since July.

What happens next

Carriers and marketplaces are still adapting their systems to the new rate, so the first weeks of November are the highest-risk period for mischarges — double charges, line inflation, and carrier fee stacking are most likely right now.

That's also why an audit pays off this month: catching one wrong multi-line charge per week pays for itself. Sellers who verify their November shipments will find errors; the ones who don't will carry them through the holiday season.
