EU Customs Duty on Returns: Are You Paying €3/€5 Twice?

---

Returns to the EU have a hidden cost that most sellers don't budget for: customs charges apply to return shipments too.

Since July 2026, the €3 flat duty (€5 from November 1) applies to every low-value import line. A returned parcel is an import. The customer ships it back — and the return shipment itself can incur the charge.

How returns get charged

Two scenarios, two very different outcomes:

Scenario A: The customer ships the return directly to you (or your EU warehouse) The return is an import into the EU. Depending on how it's declared:

  • Declared as a return with correct paperwork → often exempt or duty-free under return rules
  • Declared as a normal shipment → charged €3 per line (€5 from November 1)

Scenario B: You pre-paid or shipped DDP on the original order The duty was charged on the outbound leg. If the return is re-imported without proper return paperwork, the duty is charged again — you can pay €3–€15 per line twice on a single order lifecycle.

Why sellers miss this

  • Return costs are tracked in Shopify as logistics, not customs
  • Carriers don't itemize customs charges on return invoices clearly
  • Most sellers assume "returns are free of import charges" — they're not, without the right declaration

How to avoid double duty on returns

1. Use proper return declarations. Most carriers support return/re-import declarations — the shipment is marked as a return, which changes how customs treats it. 2. Centralize returns in an EU warehouse. If you consolidate returns in the EU and re-export or dispose from there, you avoid repeated cross-border charges. 3. Know your carrier's return flow. Ask whether your carrier auto-files return declarations or lets returns default to standard imports. 4. Audit return shipments. Look at recent return invoices for unexpected customs line items — that's the double-charge pattern.

The November change makes this worse

From November 1, the per-line rate is €5 — so a mishandled return costs €5+ per line each way. For a store with a 5% return rate on 1,000 EU orders, that's up to €500+ in avoidable return duty per month.
