EU Product Identifiers (PIDs) on Customs Declarations: Mandatory for Shopify Sellers
---
From November 1, 2026, customs declarations for low-value imports into the EU need something most Shopify sellers have never heard of: Product Identifiers (PIDs).
It's part of the same reform that raised the €3 duty to €5 — and it's the part nobody's talking about. Miss it and your parcels get held, your customers get refunds, and your carrier sends you angry invoices.
What are Product Identifiers?
Product Identifiers are the fields on a customs declaration that tell customs what the product actually is. In practice, that means:
- HS code (the mandatory product classification)
- Product description (accurate, specific, not "gift" or "miscellaneous")
- Product identifiers like GTIN/EAN where available
The EU is making these mandatory on low-value import declarations from November 1 — turning what was loose practice into a compliance requirement.
What changes on November 1
| Requirement | Before | From Nov 1, 2026 |
|---|---|---|
| HS code on low-value declarations | Expected | Mandatory |
| Accurate product description | Expected | Mandatory |
| Product identifiers (GTIN/EAN) | Best practice | Required where available |
| €3 duty per line | July 2026 rate | €5 per line (€3 + €2 UHF) |
The stakes aren't theoretical: declarations with missing or vague product identifiers are at risk of customs holds (5–15 days), storage fees, and re-declaration costs — on top of the fee increase.
Why Shopify sellers can't ignore this
Your products in Shopify are only as customs-ready as the data behind them. Common problems:
- Missing HS codes on products — most stores have none set up
- Vague descriptions — "accessory," "parts," "gift" — that don't satisfy customs
- No GTIN/EAN fields — populated for few products
When a carrier builds your declaration from bad product data, the result is holds and rework — which you pay for.
How to get PIDs right (before November 1)
1. Add HS codes to every product you ship to the EU. Start with your top 20 SKUs by EU order volume. 2. Clean up product descriptions. They should read like a customs officer needs them: specific, accurate, no filler. 3. Add GTIN/EAN where products have them. Many supplier catalogs include these — sync them into Shopify. 4. Audit what your carrier actually declares. Spot-check recent EU shipments for vague descriptions or generic codes.
