Amazon Sellers and EU Customs Duty 2026: The €3 → €5 Change

---

Amazon sellers aren't exempt from the EU's low-value import reform. The €3 flat customs duty per declaration line (€5 from November 1, 2026) applies to EU-bound shipments regardless of channel — including Amazon's.

But Amazon's layered structure makes it harder to see where the charge lands.

How the duty reaches Amazon sellers

Fulfillment pathWho typically pays the €3/€5
FBA / Amazon LogisticsAmazon handles customs clearance; costs land in your fee structure or inbound costs
Merchant Fulfilled (MFN)You — via your carrier's declaration, same as any Shopify seller
Amazon Global Selling / Pan-EUEmbedded in fees; not line-item visible

The common thread: the charge exists, it's per declaration line, and no Amazon report shows it clearly.

The three Amazon-specific blind spots

1. Inbound shipments (FBA)

Your FBA inbound shipments into the EU are customs declarations too. Multiple SKUs in one shipment = multiple declaration lines. From November 1, each line picks up €5 instead of €3 — a cost inside your inbound logistics that doesn't show as a line item.

2. Merchant-fulfilled (MFN) orders

These behave exactly like any cross-border parcel: per-line duty, charged at the border, invisible in Seller Central. If your MFN prices don't account for €5 per line, you're eating it.

3. Amazon's IOSS (if enabled)

Amazon offers IOSS-like VAT handling for certain EU sales — but as everywhere, VAT handling never covers customs duty. The €3/€5 per-line charge is on top.

What Amazon sellers should check before November 1

1. Know your declaration-line footprint. How many lines does a typical EU shipment declare? That's your per-shipment duty number. 2. Check inbound fee structures. Ask your Amazon rep or your 3PL how inbound customs lines are charged — and re-forecast with €5 per line. 3. Verify HS codes on MFN products. Amazon lets you set HS codes on listings; generic or missing codes cause holds and fines under the November PID rules. 4. Re-price MFN. If you ship merchant-fulfilled to the EU, your duty cost just rose 67% per line — November pricing needs to reflect it.

The bottom line

Amazon's systems will keep your duty costs hidden — that's structural, not malicious. The fix is the same as anywhere: know your lines, check your codes, and audit what's actually being charged.
