How to Avoid Customs Holds on EU Parcels: 5 Causes and Fixes

---

A parcel stuck in EU customs isn't just a delay. It's 5–15 days of shipping time, storage fees you didn't budget for, a refund from a customer who gave up, and a carrier invoice that makes no sense.

The good news: almost every customs hold comes from one of five fixable causes.

The 5 causes of EU customs holds

1. Wrong or missing HS codes

The #1 cause. Products without HS codes, or with generic/incorrect ones (a "9999"-style catch-all), get flagged for manual review. Every held parcel costs days and fees.

Fix: Add correct HS codes to every EU-bound product — start with your top 20 SKUs by EU volume.

2. Vague or incomplete product descriptions

"Accessory," "parts," "gift," "sample" — these descriptions invite inspection. Customs needs to know what the product is, specifically.

Fix: Rewrite descriptions to be precise and product-specific. If a customs officer can't tell what it is, it gets pulled for review.

3. Missing Product Identifiers (PIDs)

From November 1, 2026, low-value declarations require PIDs — HS codes, accurate descriptions, and GTIN/EAN where available. Parcels declared without them risk holds under the new rules.

Fix: Populate the identifier fields on your Shopify products now, before the deadline.

4. Under-declared value

Declaring values below the real price (or below €0 thresholds to dodge duty) is detected and triggers holds, fines, and re-declaration.

Fix: Declare true values. The €3/€5 duty is cheap compared to a seized shipment.

5. Missing or incorrect paperwork on specific categories

Certain categories — electronics, batteries, cosmetics, supplements — need extra documentation (certificates, safety data). Ship them without it and they're held.

Fix: Know your category's documentation requirements before shipping to the EU.

What a hold actually costs

A single held parcel can cost more than a month of €3/€5 duty on dozens of orders.
