UK Shopify Sellers: the New €5-per-Line EU Charge (Nov 1) Is Not the Same as UK Import VAT

A Shopify seller in Manchester shipped 40 orders to the EU yesterday. 23 of them will now be charged €5 per declaration line instead of €3 — and she won't find out until November's invoices land.

She's not unusual. If you're a UK seller shipping parcels to the EU — Germany, France, Netherlands, Ireland, anywhere — this affects you from November 1, 2026.

Here's the part UK sellers get confused about most: this has nothing to do with UK import VAT.

You're already used to the UK's own rules — the £135 low-value threshold, import VAT collected at checkout, couriers handling the rest. That's a separate system. The new EU charge is a separate, second layer that hits you when your parcel enters the EU, and it's easy to miss because your UK-side numbers still look the same.

What actually changes on November 1

Under EU Regulation (EU) 2026/382, the low-value consignment regime changes:

WhatBefore Nov 1From Nov 1
Duty on low-value EU imports (≤€150)€3 per line (flat)€5 per line (€3 duty + €2 Union Handling Fee)
Increase—+67%
Charged perdeclaration linedeclaration line (multi-line orders stack)
IOSS coversVATVAT only — not this fee

Key point: the €150 low-value zone is not a tax-free zone. It's a simplified clearance regime. Duty was always due on low-value parcels; it's now being charged at a higher rate, per line, and the charge stacks across lines. One order with 5 lines = 5 × €5 = €25.

UK sellers have an extra trap

The UK's £135 threshold and the EU's €150 threshold are two different systems.

  • £135 → UK import VAT threshold (what happens when goods enter the UK)
  • €150 → EU low-value regime boundary (what happens when goods enter the EU)

If you sell from the UK to an EU customer, your parcel crosses both borders and can be subject to both regimes. Don't read the UK numbers and assume you're covered.

What about IOSS?

IOSS (Import One-Stop Shop) still exists and still works — but it covers VAT only. As a non-EU seller you can't register for IOSS directly; you need an EU intermediary. If you already file via IOSS, keep doing it: your VAT line is safe. The €5 charge sits next to VAT, not inside it.

The fix that actually works

The charge is per declaration line, so the number of lines you declare drives the bill. Grouping your goods under the right HS6 codes collapses lines.

  • One seller cut a 23-line month to 9 lines
  • Typical savings on the duty portion: 73–80%
  • It's legal, it's boring, and it's the same thing customs brokers have done for decades

You don't need to become a customs expert. You need the correct HS6 groups for the products you actually sell — look up your HS codes — then your carrier or forwarder declares fewer lines, and the €5 charges stop stacking.

What to do now (before Nov 1)

  1. Pull your last 30 days of EU orders and count lines per order — that's your exposure.
  2. Check your HS6 codes — if you're declaring one line per product SKU with near-identical codes, you're overpaying from day one.
  3. Group before you ship — decide your HS6 grouping now, not when the November invoices arrive.
  4. Get the checklist — grab the HS6 grouping cheat sheet for UK sellers below, fill in your product types, and hand it to your carrier before Nov 1.

FAQ

Q: I use Shopify Payments / my courier handles customs. Am I affected?

A: Yes. Carriers pass the charge on to you or your customer. You won't see it until the invoice, which is exactly how sellers miss it.

Q: Is the €5 charge per order or per parcel?

A: Per declaration line, and lines stack within a parcel. A 3-line parcel = €15. It's the line count that matters.

Q: Does IOSS cover this fee?

A: No. IOSS covers VAT only. Duty and the Union Handling Fee are separate.

Q: What about UK customers — do they pay this?

A: This charge applies to parcels entering the EU. UK-internal and UK import flows follow the UK's own rules (£135 threshold, UK import VAT).
